What We Do
We are focused on being the "silver lining" subcontractor to prime contractors supporting both Federal civilian and Department of Defense cybersecurity and critical infrastructure protection programs.
Cybersecurity
We provide defense cybersecurity and cyber risk management services, including risk and vulnerability management and assessments, FISMA A&A support (e.g., ISSO and SCA), and cybersecurity analyst services. We also have specialists with experience in areas such as risk analysis, supply chain risk management (SCRM), cyber operations planning, and threat intelligence and hunting.
IT and Engineering
We offer a range of cybersecurity-related IT and network, systems, and solutions engineering services. Our experience includes the design, development, test & evaluation (T&E), and operation and maintenance (O&M) of enterprise- and carrier-grade systems.
Strategy, Planning, and Policy
We support the design and development of new cybersecurity-, emerging technology-, and critical infrastructure protection-focused programs through strategy, planning, and policy support activities.
Program/Project Management
We provide program and project management expertise, including project scoping and planning; schedule, cost, and risk monitoring and control; and subcontractor management. Our managers have led teams of various sizes from small task-driven teams to large, integrated programs with multiple partners and subcontractors. We also have expertise in managing portfolios of programs and balancing resources across them.
Research & Development
We support cybersecurity and other emerging technology R&D programs through the delivery of user needs and requirements gathering; technology foraging; horizon scanning; consortium management; piloting and prototyping; and test and evaluation support services.

The Soter Group is led and managed by Justin Taft - President & CEO & Owner.
Mr. Taft is a leading expert on the Federal cybersecurity market. He specializes in helping Federal customers and prime contractors with creating, developing, maintaining and/or improving cybersecurity programs and related activities. Mr. Taft is also the President & CEO of Cyber Apex Solutions, a cybersecurity focused research and development, applied research, and consortium management company.
Prior to founding The Soter Group, Mr. Taft was a Principal at the Civitas Group where he focused on market research and commercial strategy development, specializing in cybersecurity and critical infrastructure protection. Prior to the Civitas Group, Mr. Taft worked for Systems Planning and Analysis, Inc., where he served as a consultant to the Department of Homeland Security's Office of Infrastructure Protection (now the Cybersecurity and Infrastructure Security Agency, or CISA). During graduate school, Mr. Taft was an analyst for the President's Critical Infrastructure Protection Board and the Homeland Security Council. He has also served as a valuation analyst at Arthur Andersen (Andersen) as well as a financial analyst for SunTrust Bank.
He has a M.S. in E-commerce from George Mason University and a B.A. in Economics from the University of Virginia.
Mr. Taft is an avid sports fan and is a minority owner of a number of professional sports franchises, including the NFL's Green Bay Packers, the Premiere League's Manchester United, the Bundesliga's Borussia Dortmund, the Serie A's Juventus F.C., the NBA's New York Knicks and Toronto Raptors, the MLB's Atlanta Braves and Toronto Blue Jays, and the NHL's New York Rangers, Toronto Maple Leafs, and Montreal Canadiens.
