Justin Taft is an expert in helping commercial entities develop strategies and plans to expand in existing markets and enter into new ones. He is a leading expert on the Federal cyber security market.
Prior to founding The Soter Group, Mr. Taft was a Principal at the Civitas Group where he focused on market research and commercial strategy development, specializing in cyber security and critical infrastructure protection. In addition, he assisted both private and public sector clients on homeland security initiatives ranging from Cabinet-level homeland security tabletop exercises to vulnerability assessments to market assessments to merger and acquisition target selection and due diligence support. Prior to the Civitas Group, Mr. Taft worked for Systems Planning and Analysis, Inc., where he served as a consultant to the Department of Homeland Security's Office of Infrastructure Protection in the areas of risk management, critical infrastructure protection, bombing prevention, cyber security, and outreach and awareness.
Before consulting to the Department of Homeland Security, Mr. Taft was an analyst for the President's Critical Infrastructure Protection Board and the Homeland Security Council in the areas of critical infrastructure protection and cyber security. He has also served as a financial analyst at Arthur Andersen in the valuation practice, where he focused on the information technology and telecommunications sectors, as well as a financial analyst for SunTrust Bank.
He has a M.S. in E-commerce from George Mason University and a B.A. in Economics from the University of Virginia.
Mike Mageau is an expert in proposing, establishing, and executing complex, mission critical system integration programs on behalf of federal and defense clients. Mr. Mageau uses his depth of programmatic and technical expertise to successfully grow and transform programs through disciplined management and workforce optimization while removing barriers to help clients meet and expand their existing capabilities. As Managing Director Mr. Mageau is responsible for the overall execution of The Soter Group's defense and federal programs. He also serves as a subject matter expert advising on programmatic and technical leadership in support of the DHS EINSTEIN 3 Accelerated (E3A) and Enhanced Cyber Security (ECS) Managed Security Services.
Prior to joining The Soter Group, Mr. Mageau served as a Senior Program Manager for General Dynamics where he successfully led large strategic programs including DHS EINSTEIN National Cybersecurity Protection System (NCPS), DHS Homeland Security Information Network (HSIN), and DoD DISA Computer Network Defense User Defined Operating Picture (CND UDOP). Leveraging his depth of technical experience, Mr. Mageau was able to deliver systems focused on defensive and protective cyber security capabilities, critical infrastructure protection, information sharing, and large scale data collection and analysis. During his tenure he transformed troubled engineering contracts by instituting programmatic best practices to manage scope, cost and technical delivery resulting in exceptional performance, improved customer satisfaction, and competitive multiyear awards. Prior to General Dynamics, Mr. Mageau served as a commissioned officer in the United States Air Force with assignments at the National Defense University and Air Force Personnel Center specializing in data warehousing, software engineering, and systems integration.
He has a M.S. in Information Technology from University of Texas at San Antonio and a B.S. in Computer Science from the University of Massachusetts at Amherst.

He is also a leading expert on the Federal cyber security market. He has advised numerous private sector clients, including Fortune 100 companies and security technologies companies, on the Federal government cyber security market, including budgets, policies, legislation, key organizations, major programs and initiatives, the contracting environment, and the products and services that support the Federal cyber security mission.
He was previously a Director at Civitas Group, where he focused on market research and consulting within various homeland and national security markets, including cyber security, intelligence, surveillance, and reconnaissance (ISR), biometrics, and border security.
He has an A.B. in Politics and certificates in Political Economy and Finance from Princeton University.
